LifeLong Medical Care: As Planning and Development Director at LifeLong, Andra Lichtenstein completed an Over 60 Health Center 18,000 SF new construction project in 1999 through a tax-exempt bond financing and a capital campaign. The building also included affordable housing and a PACE center. Since then Capital Incubator has completed two consultations with LifeLong as Project and Financial Advisor. 1) Development and new construction of a 20,000 SF replacement health center facility in West Berkeley. Areas of support included project planning, predevelopment and a comparison of New Markets Tax Credits vs. tax-exempt bonds financing. The project closed in 2012 with NMTC loans, CDBG grants and capital campaign proceeds. 2) Development and new construction of a replacement health center facility in Richmond. Consultation services included project management, planning and financing. The 35,000 SF project closed in 2018 with NMTC loans and with grants.
Native American Health Center: Project and Financial Advisor to Native American Health Center for two projects. 1) New construction of a 25,000 SF additional health center site combined with affordable housing. Capital Incubator provided overall coordination and project management of the health center project including: securing New Markets Tax Credit financing insured by Cal Mortgage Loan Insurance and bridge financing from Catholic Healthcare West (now Dignity Health); capital campaign planning; assistance in defining the relationship with the housing developer including legal and organizational structure for the building. 2) Planning and financial advisory services for a 14,000 SF additional health center site and cultural center with affordable housing. Financing is projected to close in 2021 and will either be through tax-exempt bonds or New Markets Tax Credits.
Axis Community Health: Project and Financial Advisor for a new 24,000 SF health center site in Pleasanton. Planning, predevelopment and financing assistance were provided. The project closed in 2015 with a Program Related Investment from The California Endowment through Capital Impact Partners, as well as CDBG funding, capital campaign proceeds and a bridge loan from the California Primary Care Association
Community Clinics Initiative (A Joint Project of Tides Foundation and The California Endowment): As a consultant to CCI (2004-2007), Capital Incubator provided technical assistance for facilities development to over 40 community health centers throughout the State of California. Technical support included assessments of readiness to complete a capital project, work plan sessions to map out capital development objectives and activities and the development of seminars on financing and capital campaigns for health center facilities development.
