Sample Consultations

Community Clinics Initiative (A Joint Project of Tides Foundation and The California Endowment): As a consultant to CCI, Capital Incubator provided technical assistance for facilities development to over 40 community health centers throughout the State of California. Technical support included assessments of readiness to complete a capital project, work plan sessions to map out capital development objectives and activities and the development of seminars on financing and capital campaigns for health center facilities development.

LifeLong Medical Care: Andra Lichtenstein previously completed a health center and affordable housing project for LifeLong in Berkeley (see bio, above). She is currently assisting LifeLong in the development of a new health center facility in West Berkeley. Areas of support include planning for financing, capital campaign, and all predevelopment activities. Financing activities include a comprehensive comparison of New Market Tax Credits and tax exempt bond financing scenarios. Upon the decision to pursue NMTC, Andra is assisting in the acquisition of the loan.

Native American Health Center: Native American Health Center recently completed a new clinic facility combined with multi-family housing in Oakland. Capital Incubator provided overall coordination of the health center project including: New Markets Tax Credit financing insured by Cal Mortgage Loan Insurance; capital campaign planning; assistance in defining the relationship with the housing developer including legal and organizational structure for the building.

The Effort: The Effort provides primary care, mental health, addictions treatment and suicide and crisis services in Sacramento. Capital Incubator assisted The Effort in strategic planning for the development of a clinic to be housed with affordable housing and in planning to build a detox facility with a health center.

On Lok: On Lok serves frail elders in the San Francisco Bay Area. Capital Incubator assisted On Lok in a comparative analysis of new markets tax credits and tax-exempt bond options for financing the building of a PACE (Program of All-Inclusive Care for the Elderly) center in San Jose. Upon the decision to issue tax-exempt bonds, Capital Incubator assisted On Lok in the commitment and documents phases of the financing.

Redevelopment Agency of San Francisco: Capital Incubator, in conjunction with Pacific Health Consulting Group, is leading a planning process to determine the feasibility of an expansion of services and facilities at Southeast Health Center in the Bayview neighborhood of San Francisco. Southeast Health Center is operated by the Department of Public Health.
